Koh Samui Municipality at a Glance
Koh Samui Municipality is a local Administrative Organization located in Koh Samui district, Surat Thani province. According to the Announcement of Ministry of Interior the Municipality was promoted into "Town Municipality in 2008 and began the "City Municipality "in 2012 respectively. The Municipality covers the whole area of Koh Samui District consisting of 7 sub districts ( tambon ) namely Ang Thong ,Lipa Noi , TalingNgam, Na Mueang, Maret , Bophut and Mae Nam subdistrict and 39 communities .
It is established to provide public services for the local people headed by the Mayor who is directly elected by people.

Powers and Duties for Local Administration
The Municipality as juristic person has an independent power to administer its affairs according to the scope of authority determined by law. Power and duties of Municipality administration are subject to two main laws as follows;
1. The Municipality Act B. E. 2496 (amendment B.E 2552) according to section 50, 53 and 54
2. The Determining Plan and Process of Decentralization to Local Government Organization Act, B. E. 2542 (1999) according to section 16
The Administrative Structure of the Municipality consists of
1. Municipal Council; composed of 24 members of the Council
2. Mayor: directly elected by people and shall appoint Deputy Mayor,Secretary and Advisor to Mayor as follows;
- Deputy Mayor, not exceeding 4 persons
- Secretary and Advisor to the Mayor, not exceeding 5 persons
3. The Municipal Officers: consist of government official, permanent employees, temporary employees, employees hired by the mission as well as general employees. Those officers are commanded by Municipal Clerk as high ranking government official.
Organizational Structure Koh Samui Municipality set up its organizational structure as follows;
1.The Office of the Municipal Clerk is responsible for general affairs, all duties which should not be handled by other divisions, affairs related to disaster prevention and mitigation, council affairs, personnel management, as well as other related functions. The office is organized into three sections as follows:
- General Administration Section
- General Service Section
- Governing Section
2.Division of Finance is responsible for Municipality' budget disbursements according to regulations and laws, procurement, implementing of tax mapping and asset registration for tax collection and other relevant tasks. The division is organized into three sections as follows:
- Financial Administration Section
- Income Development Section
- Tax Mapping and Asset Registration Section
3.Bureau of Engineeris responsible for building construction control based on laws, inspection, public utilities, city planning as well as other relevant functions. The bureau is organized into two divisions as follows:
- Division of Public Works
- Subdivision of Mechanical Engineering and Traffic System
- Subdivision of Public Utilities
- Division of Construction Control and City Planning
- Subdivision of Construction Control
- Subdivision of Construction Control and City Planning
4.Division of Public Health and Environmentis responsible for cleaning jobs, affairs related to health promotion, sanitation and environment, first aid healthcare as well as other relevant functions. The division is organized into two sections as follows:
- Public Health Administration Section
- Public Health Services Section
5.Division of Technical Services and Planningis responsible for policy and plan analysis budgeting, legal affairs, public relations as well as technical services and dissemination. The division is organized into three sections as follows:
- Planning and Budgeting Section
- General Administration Section
- Technical Services and Dissemination Section
6.Bureau of Educationis responsible for educational management both formal and non – formal education as well as informal education, maintaining religious , preserving culture and tradition, art and cultural and indigenous knowledge, child development centers as well as other relevant functions. The bureau is organized into two divisions as follows:

- Subdivision of School Affairs
- Subdivision of Technical affairs
- Division of Educational Promotion, Religious and Culture
- Non Formal and Informal Education Section

7.Division of Sanitary Works isresponsible for the environmental Management on used materials (garbage), monitoring wastewater treatment system as well as other relevant functions. The division is organized into two sections as follows:

8.Division of Social Welfareis responsible for community development, social work, child and youth welfare, as well as other relevant functions. The division is organized into three sections as follows:
- Community Development Section
- Social Welfare Promotion Section
- Social Work Section
9.Internal Auditis responsible for auditing disbursements document and monitoring accounting system assigned by Municipal Clerk as well as other relevant functions.
